What does the dot on the second washer fluid cap mean?

Of the front of the car? Although going by the source pic you shared if it's the same it'll have wipers on the headlights and jets on the bumper or?

Yeah, it has wipers that are working and it does make quite some noise when used so it could be the pump is trying to spray fluid but the container is empty. It seems the most reasonable assumption.
 
Put some water in and find out. Pretty common to get them on cars in colder climates.

The fact you are in Sweden makes it clearer :p
