handbrake

My Tino's handbrake is too slack. Is the handbrake adjusted from the back of the handle anyway OR is it done from under the car? I've tried to get the plastic console cover off but can't see how it comes off. Got as far as taking the gear cover off but couldn't see the next stage. Can't find...
